The Sector-by-sector, Tier-by-tier approach, S2T2, is used by the Department to evaluate the ability of the industrial base to meet the needs of the warfighter. S2T2 is a collaborative, repeatable, fact-based process to identify areas of weakness in the industrial base through an evaluation of capabilities needed by DoD. S2T2 assessments seek to measure the fragility of a capability, or the likelihood of disruption; and criticality, or the difficulty of replacing a disrupted capability. S2T2 results are fed into to the DoD planning cycle for appropriate risk mitigation.
